Here is a short description of the changes:

isIdentityCard: Added support for Haiti (ht-HT), validating CIN cards (1 uppercase letter followed by 10 digits).
isMobilePhone: Added support for Haiti (ht-HT) mobile numbers, validating optional +509 followed by 8 digits (starting with 2, 3, or 4).
Documentation & Tests: Updated README.md to list ht-HT under both validators, and added corresponding unit tests in test/validators.test.js.
